In 2000 the District of Muskoka hired a consultant to prepare a report on the impacts of a single tier local government (vs the two tier that exists today).
The Rice Report
In 2000 the District of Muskoka commissioned a study to determine the benefits of moving to a single tier government from the current two tier system. The upper tier is the District of Muskoka that includes six other lower tiered governments. These lower tiers are Huntsville, Bracebridge, Gravenhurst, Lake of Bays, Muskoka Lakes and Georgian Bay. The Rice Report determined a single tier would improve efficiencies and save ratepayers $4.5 million dollars per year in 2000, Which is most likely closer to $10 million per year in 2022.
The Rice Report articulated how to reduce the number of elected positions, for both tiers of Muskoka, from 72 to 17. Why does the District of Muskoka require three times the number of elected officials as the City of Toronto?
Additionally the distribution of elected officials at the District is skewed towards the towns of Huntsville, Bracebridge and Gravenhurst at the expense of the Lake of Bays or Muskoka Lakes. This distribution of elected officials naturally forces policy to the benefit of urban ratepayers vs lakefront ratepayers. Cottagers pay more property tax, per address, yet get less services then those in the three towns.
